- Thinly slice chives.
- Peel, then mince garlic.
- Zest, then cut lemon into wedges.
- Using a strainer, drain and rinse scallops, then pat dry with paper towels. Season scallops with salt and pepper.
- Heat a large non-stick pan over medium heat. When hot, add 2 tbsp butter, then swirl the pan until melted. Add garlic, then cook until fragrant, 30 sec-1 min.
- Add panko. Cook, stirring occasionally, until panko is golden, 3-4 min. Add lemon zest, then season with salt and pepper. Stir to combine.
- Transfer garlic-panko mixture to a small bowl and set aside.
- Reheat the pan over medium-high. When hot, add 1 tbsp oil, then scallops. Pan-fry until golden and cooked through, 2-3 min per side.**
- Transfer scallops to a serving plate.
- Sprinkle crispy garlic-panko topping over top of scallops.
- Sprinkle chives over top.
- Squeeze a lemon wedge over top, if desired.
- Serve immediately while warm.
